Handbook: Roadmap for Mobilization and Awareness – Reskilling Labs: A Methodology of Best Practices

A comprehensive European study will identify effective strategies to motivate both employers and employees to engage in upskilling and reskilling initiatives, particularly in the context of the green and digital transition. The research will begin with a desk review of best practices across the EU and proceed with targeted surveys (reaching 300 EfVET and EAEA members) and interviews to explore regional and socio-economic nuances. Alongside this, an in-depth study will explore how Reskilling Labs can be successfully established and operated at the municipal level, while fostering collaboration with similar initiatives at national and international levels. The outcomes will be compiled into a practical handbook to support local networks in launching and managing their own Reskilling Labs.

Reskilling Labs in Practice

Four Reskilling Labs are established and activated across the four piloting countries. Key local stakeholders are engaged to participate in the Labs’ governing boards. Following the manuals and guidelines developed earlier in the project, they set up the labs’ operations. The Reskilling Labs, managed by municipalities, local chambers, and VET/education providers, are tailored to meet the specific needs of the local labor market and workforce. This approach will lead to the development of effective strategies to boost adult participation, particularly in the upskilling and reskilling of workers in transition, as well as unemployed or inactive individuals. The focus will be on helping workers move from declining sectors to growing sectors in need of skilled labor for the green and digital economy. A key task of the Reskilling Labs is to identify local skill gaps and create targeted training content aimed at upskilling and reskilling low-skilled workers for a green and digital transition.

Training/ Career Counselling/ Mentoring Material

Training curricula and materials for trainees will be developed, as well as training resources for adult trainers, accompanied by corresponding manuals that incorporate the latest innovative learning trends. Additionally, a unified career guidance, counseling, and mentoring toolkit will be created alongside gamification tools.

Pilot Experimentation

A piloting intervention will be conducted in four countries: Greece, Spain, Cyprus, and Lithuania. Each country will implement its integrated innovation experiment based on the designs developed earlier in the project, with mutual validation through collaborative discussions. Each municipality will carry out the most appropriate motivational actions based on the results and decisions already made.

Pilot training actions will take place in each piloting area, including e-training for trainers, corresponding pilot training sessions, and in-company training activities aimed at enhancing skills while assessing and measuring the intervention’s effectiveness within the workplace. The intervention will also include skill assessments using gamification tools, as well as counseling and mentoring activities.
