Vilnius, December 2025 – The COOPSKILLS consortium, comprising 12 partners from five European countries, successfully concluded its second Transnational Project Meeting in the festive atmosphere of Vilnius. Marking the 10th month of implementation, this gathering was a pivotal milestone, as partners transitioned from foundational research to the practical development of tools designed to bridge the gap between vocational education and the modern labor market.
A primary focus of the meeting was the presentation of the Mobilization and Awareness Raising Road Map. Based on extensive desk research, questionnaires, and focus groups, the partnership identified key motivational drivers and barriers to adult learning. The Road Map emphasizes the role of „trusted intermediaries”—such as Municipalities and Chambers—in delivering targeted communication to specific learner groups, ensuring that reskilling opportunities reach those who need them most.
The partners discussed the progress of the „Step-by-Step Mobilization, Motivation & Awareness Raising Manual.” This practical guide is designed to help Municipalities and VET providers operationalize engagement strategies. It includes:
- Identification of Barriers: Addressing time constraints and learner hesitation.
- Practical Toolkits: Social media templates, employer involvement kits, and scripts for worker motivation.
- Reskilling Labs Framework: A blueprint for establishing sustainable learning ecosystems at the local level.
A key highlight of the meeting was the strategy for WP4 (Training Material). The project is developing curricula tailored to vital industries per partner country to ensure local relevance and impact. In addition to trainee material, the partnership is developing comprehensive Counselling and Mentoring Manuals and a Train-the-Trainer toolkit, providing a holistic support system for adult educators.
The consortium set the stage for the development of gamified learning experiences. Using advanced digital tools like H5P software, the project will create interactive scenarios and sub-games to make the acquisition of cooperative skills more engaging. All educational materials will eventually be hosted on a dedicated E-learning Platform, ensuring open access for all stakeholders.
To ensure the highest standards, the meeting included a session on External Evaluation. A rigorous framework is in place to collect feedback from five key target groups (partners, employees, trainers, companies, and stakeholders). With all management milestones on track, the project continues to align with the European Skills Agenda and the Pact for Skills.
The meeting concluded with a clear roadmap for the coming months. The consortium will meet again in Nicosia in April 2026 to finalize the pilot applications of the training material. With renewed energy, the COOPSKILLS partners return to their home countries, committed to building „living communities” that learn, evolve, and shape their future with confidence.
